QCML Criteria for Asphalt Binder Suppliers

For an Asphalt Binder Suppliers (ABS) to be listed on the Qualified Construction Materials List (QCML), a product must meet the requirements of Subsection M3.01.1 of MassDOT’s Standard Specifications including all Material and Testing Requirements outlined herein. This includes a requirement for a product to be evaluated by AASHTO Product Evaluation & Audit Solutions.

Supplier Requirements

AASHTO Product Evaluation & Audit Solutions Testing shall find the ABS facility to be in compliance with the Asphalt Binder Supplier Technical Committee Work Plan. An ABS must furnish to MassDOT Research & Materials (RMS) monthly summary reports for all lots produced during that period.

Submittal and Testing Requirements

An ABS requesting qualification of a facility shall furnish to the RMS the following: 

  • The AASHTO Product Evaluation & Audit Solutions Testing audit number from the most recent audit. 
  • One quart of in stock asphalt binder from a storage tank for binder grades looking to be listed. This sample shall be accompanied by the certificate of analysis for that binder lot. 
  • One quart of the polymer product used for binder modification.
  • One quart of each additive product that may be mixed into a binder. This sample shall be accompanied by the SDS Sheet.

All submittals shall be certified by the ABS to be in conformance with the manufacturer’s Quality System.

QCML Listing, Expiration, and Re-Qualification

Once qualified, the ABS will be listed on the MassDOT QCML. The facility shall be re-qualified on an annual basis. The facility shall remain on the qualification list unless one of the following occurs: 

  • MassDOT RMS determines that the ABS no longer meets the minimum requirements of the Standard Specifications or the AASHTO Product Evaluation & Audit Solutions Testing audit program.
  • The facility was not audited by AASHTO Product Evaluation & Audit Solutions Testing during the most recent audit cycle.
  • It is determined that material supplied by the facility does not meet MassDOT requirements.
  • MassDOT RMS determines that the ABS no longer meets the minimum requirements. 

A written request for re-qualification must be submitted to the Department at least 60 days prior to the expiration date to remain on the QCML.
