QCML Criteria for Asphalt Emulsion Suppliers

For an Asphalt Emulsion Supplier (AES) to be listed on the Qualified Construction Materials List (QCML), the Supplier shall provide asphalt emulsions in accordance with Section M3.03.0 of the MassDOT Standard Specifications including all Material and Testing Requirements outlined herein.

Supplier Requirements

An AES must maintain a Quality Control Plan (QC Plan) which conforms to MassDOT’s Emulsified Asphalt Quality Control Plan Checklist. The QC Plan shall be updated and submitted to MassDOT annually. The Supplier must be able to demonstrate continued conformance with their QC Plan when the facility and documents are audited by MassDOT.

Submittal and Testing Requirements

An AES requesting qualification of a facility shall furnish to the RMS the following:

  • Current Quality Control Plan.
  • Annual split sample for each grade of emulsion that the Supplier wishes to be prequalified for. The sample shall come from the first lot of the year.
  • Monthly split sample fore each grade of emulsion supplied to MassDOT contracts.
  • Monthly summary reports for all lots produced at the facility during that period.
  • One quart of MassDOT standard asphalt emulsion from a storage tank. This sample shall be accompanied by the certificate of analysis for that emulsion lot.

All submittals shall be certified by the AES to be in conformance with the manufacturer’s Quality System.

QCML Listing, Expiration, and Re-Qualification

Once qualified, the AES will be listed on the MassDOT QCML. The facility shall be re-qualified on an annual basis. The facility shall remain on the qualified list unless one of the following occurs: 

  • MassDOT RMS determines that the AES no longer meets the minimum requirements of the Standard Specifications.
  • The facility does not provide required samples or documentation at the frequency specified.
  • It is determined that material supplied by the facility does not meet MassDOT requirements. 

A written request for re-qualification must be submitted to the Department at least 60 days prior to the expiration date to remain on the QCML.
