Sewer Overflow and Stormwater Reuse Municipal Grants (OSG) Program

The State Revolving Fund (SRF) is offering planning and design grants to small rural communities or Disadvantaged Communities for sewer overflow and stormwater mitigation projects.

Overview

The OSG Program is meant to assist communities with mitigation of combined sewer overflows (CSO), sanitary sewer overflows (SSO), and stormwater management. The Massachusetts SRF will utilize funds received from the Environmental Protection Agency through the federal OSG Program to offer grants to eligible communities for planning and/or design projects.

The maximum OSG grant award will be $250,000 per applicant.

Eligible Applicants

Eligible applicants are defined as Eligible Borrowers in M.G.L. Chapter 29C for water pollution abatement project (stormwater and wastewater) and must be:

  • a small rural community with a population of 10,000 or less 
  • a Disadvantaged Community with populations greater than 10,000

Eligible Projects and Grant Application Process

MassDEP will consider planning and/or design projects that are in support of construction projects intended for CSO correction, SSO correction, and stormwater and subsurface drainage water. Please see MassDEP guidance documents for detailed eligibility.
