Smart Phone Equal Access Connect (S.P.E.A.C.) Program Overview

As announced August 4, 2025, the Pretrial Services Unit, a department of the Massachusetts Probation Service (MPS), is making cellphones accessible to clients through the S.P.E.A.C. Program.

What is S.P.E.A.C.

S.P.E>A.C. is a grant funded program to provide court users, who qualify, with a cell phone to assist with applying for or renewing their health insurance through MassHealth/Health Connector. The phone is yours! It comes with a free month of unlimited text, call and 2 GB of data from Tracfone. You are responsible for keeping your phone active. You can go to Tracfone.com to renew your plan or use the link below. Plans start as low as $15/month. 

Goals of S.P.E.A.C.

  • Get access to health insurance.
  • Follow up with medical appointments.
  • Follow up with court related events.
  • Provide access to low-cost phone plan.

What do I need to do?

  1. Meet with an application counselor to apply for MassHealth/Health Connector.
  2. Enroll for text reminders for future court dates.
  3. Answer three 1-minute check-in calls/texts after you receive the phone. The check-ins will be 2, 6 and 12 weeks after you receive the phone.
