Spay/Neuter Voucher Program

Mass Animal Fund's Spay/Neuter Voucher Program is dedicated to helping local animals in need.

Since 2014, the Fund has spent over 3 million dollars helping over 21,000 cats and dogs in Massachusetts!

We distribute spay/neuter vouchers weekly based on revenue and surgery capacity. Animals in municipal shelters and in emergency situations get priority assistance. For voucher inquiries please contact Kyle at 857-274-3869. If you have an emergency situation after hours or on the weekend, please contact Sheri at 617-626-1740.

Please keep in mind, the Mass Animal Fund program was created for the purpose of reducing animal homelessness in Massachusetts, so we can only provide vouchers for spay/neuter for local cats and dogs. 

For Massachusetts Residents (Current HOLD on New Applications)

Please note: We are currently not accepting new application in this category. This program is primarily run off voluntary donations so wait times can only be estimated: Currently the Fund has over 600 animals on our waitlist, so we have a temporary hold on accepting new voucher requests.  When we resume accepting applications, voucher requests are made through your local ACO (Animal Control Officer), we cannot accept applications directly from residents. To save time you can prefill in our spay and neuter voucher application to give to your local ACO.  

Do you own a cat or dog that is not spayed or neutered? Is the cost of surgery a financial hardship for you or your family? The Mass Animal Fund may be able to help through our free spay/neuter vouchers form low-income residents for their cats and dogs. You may be eligible to receive a voucher if you receive or qualify for government help such as: (TAFDC, SSI, VS, SNAP, WIC, etc.).

Massachusetts residents who qualify can apply by contacting their local animal control officer. Contact information for municipal animal control officers is available here: ACO List.

Already have a voucher and need to schedule surgery? Visit our Find a Provider page to find a participating veterinarian. Already applied for a voucher through your ACO and want to find out where you are on the waitlist, contact Kyle at 857-274-3869 or at Kyle.Baron@mass.gov.

For Feral Cat Caregivers (voucher availability currently restricted)

Do you manage a feral colony? The Mass Animal Fund may have funds to help with the spaying/neutering feral cats. Eligible cats are those that are homeless, un-owned, free-roaming, unsocialized, and appear healthy. To be eligible these cats must be released back into their home colony, and receive a 3/8" ear tip at the time of surgery.

Caregivers seeking help should contact their local animal control officer. We cannot accept applications directly from caregivers. Vouchers must be in-hand before trapping and transporting the cat(s) to surgery.

For Animal Control Officers

Animal control officers can request vouchers for animals in their community. Homeless cats and dogs in municipal shelters, cats and dogs owned by low income residents, and feral cats may qualify for help.

To request vouchers for animals in ACO Care submit an ACO Voucher Request Form, to request a voucher for an owned animal submit an Owned Animal Voucher Request Form. To request vaccine vouchers for animals in ACO ( that have already been spayed/neutered) submit a Vaccine Only Request Form. To request vouchers for a feral cat project submit Community Cat Assistance Request Form. Forms can be emailed or faxed: Email:  Kyle.Baron@mass.gov Fax: 617-626-1733. Requests need to be for specific animals; no general requests are accepted.

For Participating Spay/Neuter Providers
