Can this be used to support non-profit watch parties?
No, those expenses would not be eligible for this round of funding.

Yes, but any one organization cannot receive more than 50% of the total funding from this grant program within a calendar year.
Can a police department apply for funding to send their officers to Foxboro as part of a regional law enforcement council?

Would funding being provided by Gillette Stadium for public safety expenses be eligible to be used as part of matching funds? Also, if we have salaried employees that are working directly on the events, can we attribute the prorated portion of their salary for time spent on the event to our matching portion?
Yes, privately provided funding is eligible as matching funds. Yes, salaried employees working directly on the events can count for matching expenses. If their roles are administrative or overhead in nature, we would ask those to be limited to 10% of the total expenses.
If we are asking for reimbursement for equipment and for overtime costs related to personnel, do we need to show match for each? Meaning, if we by a piece of equipment for $1000, do we need to show that the town is paying for half of that specific item, or do we need to just be able to show that the town has expended an amount of money in personnel and/or equipment costs that is equal too, or greater, than the amount of funds we are looking to be reimbursed?
The latter. You need to show a total match equal or greater than grant funds, but it does not have to be 1:1 in each expense category.
If your question refers to this question: a disclosure by the applicant as to whether it and any contractors and vendors it utilizes to support sports or entertainment events have previously contracted with a labor organization, as defined by chapter 150A and section 2 of the National Labor Relations Act, in the Commonwealth or elsewhere, it does apply to municipal employees as well as contractors, so including a listing of municipal unions would be welcomed.
If applying as a municipality with no outside vendors being used for labor, do you need information that is asked in the certifications section regarding labor unions. Would you want a list spelling out each union in our municipality? The question about labor harmony – are you looking for statements on any labor unrest and detailed information on contract lengths and town unions out of contract?
A short description of current contracts and any labor unrest would suffice.
What exactly is the following question in asking for: Specify whether it and each of its vendors on the project has established or participates in workforce development programs within the Commonwealth and the number of residents of the Commonwealth the workforce development programs have trained to completion for each of the last 5 years? Are you looking for info on professional development for our public safety and other employees? Is this question just related to construction projects for event day activities? Would this be applicable to grant requests for equipment and personnel costs related to public safety before, during and after each scheduled event?
This question is aimed at Commonwealth supported workforce development programs, not general professional development. It would apply to municipal employees as well as any vendors that are already identified. See more here.
Do you want to know how many of the town’s employees are Massachusetts residents or just a statement that the vast majority of our employees are Massachusetts residents?

Would portable signboards and portable light towers are eligible to be purchased through this grant?
