State Land For Homes

The State Land For Homes initiative is expediting the availability of public land throughout the Commonwealth specifically for housing development as part of the Healey-Driscoll Administration’s multi-dimensional approach to addressing the Commonwealth’s housing needs.

The initiative is being led by the Division of Capital Asset Management and Maintenance (DCAMM), in partnership with the Executive Office of Housing and Livable Communities (HLC) acting under Executive Order 623 and Section 121 and 122 of the Affordable Homes Act. Below is information regarding the variety of development opportunities resulting from this work.

Requests for Proposals (RFPs)

41 Hurd St., Former Lowell District Court 

An RFP has been issued by the City of Lowell to redevelop this former courthouse building and surface parking lot at a combined ±47,400 SF. The RFP can be found on the City’s page.  The proposal submission deadline is November 25, 2025 by 11:00 AM. This property is less than a mile from the Lowell Commuter Rail Station and 500 feet from the Concord River.

84 Elm St., Former Fitchburg Superior Courthouse

An attractive and historic ±17,800 SF building on a 0.75 acre downtown site, walkable to the Fitchburg Commuter Rail Station. The RFP for this opportunity is now available and can be found on the Fitchburg Bid Posting Website. Proposals can be submitted up until September 18, 2025 at 1:00 pm.

106 Hale St., Bridgewater

Walkable to the commuter rail station, Bridgewater State University campus, and downtown Bridgewater. Housing development on this site aligns with the University's and the Town's goals. 210 Springs Road, Bedford

A RFP to redevelop a 5.05 acre surplus parking lot on the Middlesex Community College campus is now available on the 210 Springs Road, Bedford - Redevelopment Opportunity Webpage.
