State Land For Homes - Home Development Underway

The State Land For Homes initiative is expediting the availability of public land throughout the Commonwealth specifically for housing development as part of the Healey Driscoll Administration’s multi-dimensional approach to addressing the Commonwealth’s housing needs.

The projects below are currently being developed and are expected to produce over 2,300 housing units, with the first units available for housing as of late-2025. 

Development Proposals Under Evaluation

41 Hurd St., Former Lowell District Court

An RFP has been issued by the City of Lowell to redevelop this former courthouse building and surface parking lot at a combined ±47,400 SF. The RFP can be found on the City’s page.  This property is less than a mile from the Lowell Commuter Rail Station and 500 feet from the Concord River.

Homes Under Construction

Former Boston State Hospital Campus, Mattapan 

  • The Preserve at Olmsted Green, Warbler Way, Finch Street, Goldfinch Court consists of 80 mixed income homeownership units. Construction is complete.  All units were sold as of February 2026.
  • Olmsted Village, Warbler Way and Harvard Street will yield 287 total rental and homeownership units across the three housing components. This transaction closed on September 30, 2025.  Construction is expected to commence in early Summer 2026.
  • Harvard Commons – This development is over 200,000 SF and includes 54 homeownership units and 45 rental units.  Currently in construction is a four-unit development for Department of Mental Health clients to be completed by March 2026.

Veterans Home at Chelsea - This project is the redevelopment of the Veterans Home Domiciliary Campus on the site of the Veterans Home at Chelsea, which will provide new and modern housing accommodations for both the current veterans living on site and new veterans, creating 241 units. Penrose will break ground on phase 1 of this project in mid-2026. 

200 Main St., Monson- The former Monson Developmental Center site is a roughly 675-acre campus, of which approximately 100 acres will be developed under the management of WestMass Area Development Corporation, pursuant to Section 54 of Chapter 206 of the Acts of 2024. 

0 Lyman St., Northborough - A 5.45 acre open field close to Route 9 and on a main road with a large, multi-family development partially occupied with additional new units under construction nearby. This site is near the Westborough Parcel. DCAMM closed this sale on October 14, 2025. DCAMM closed this sale on October 14, 2025. 

Lyman St., Westborough - A mix of open fields and woods, close to Route 9 and on a main road with a large, multi-family development partially occupied with additional new units under construction nearby. This 5.8 acre site is near the Northborough Parcel. DCAMM closed this sale on October 14, 2025. 

Salem St., Wilmington - A 2.5 acre wooded parcel close to I-93 and on a main road with a large, multi-family development partially occupied with additional new units under construction nearby. DCAMM closed this sale on October 10, 2025. 

0 Royalston Rd., Templeton - This 5.8 acre site has an existing building, which is a former group home residence and part of the Templeton Development Center in a scenic area of Templeton.  The Elliot House is located on a historic campus used for farming and group residences since the late 1800s. DCAMM closed this sale on October 10, 2025. 

461 Freight Shed Rd. (Church Hill Rd.), Phillipston - This 4.6-acre site is a former group home residence, part of the Templeton Development Center in a rural area of Phillipston.  The Brook House is located on an historic campus used for farming and group residences since the late 1800s. DCAMM closed this sale on October 10, 2025. 

84 Elm St., Former Fitchburg Superior Courthouse  - The City of Fitchburg closed on the sale of the Former Northern Worcester County Superior Courthouse on April 14, 2026, accepting a proposal from The Tocci Group. By partnering with the local municipality, this project represents an exciting new chapter for this 1871 granite gothic historic landmark that served as a courthouse for nearly 100 years within this gateway city. The Tocci Group plans on the sustainability of adaptive reuse rather than demolition of the historic ±17,800 SF building to create 17 new units of housing, 950 square feet of new commercial space with 41 onsite parking spaces. The 0.75-acre downtown site is walkable to the Fitchburg Commuter Rail Station.

36 Main St., Brockton - Former Department of Unemployment Assistance Office- local Brockton developer New Vision Enterprise, LLC will redevelop 35 new housing units, 20% of which will be affordable to those at 80% AMI. DCAMM closed on this sale on June 3, 2026.

Projects With a Developer Selected

106 Hale Street, Bridgewater - Housing developer Churchill James has been selected to redevelop the parcel at 106 Hale Street in Bridgewater. Walkable to the commuter rail station, Bridgewater State University campus, and downtown Bridgewater. Churchill James will perform due diligence ahead of a 2027 closing.

210 Springs Road, Bedford - Housing developer Boston Communities has been selected to redevelop the 5.05-acre parking lot on scenic Springs Road in Bedford. The lot has access to recreational amenities including the Narrow Gauge Rail Trail, Fawn Lakte trails, and the Wilderness Park. Boston Communities will perform due diligence ahead of a 2027 closing.

330 Gorham St., Former Lowell Superior Court - A courthouse building of ±65,000 SF and surface parking lots for a combined ±2.44 acres. Walking distance to public transportation.  Situated in a mixed multi-family and commercial neighborhood. The parcels went to auction on June 10, 2026 and are under agreement with the highest bidder, Lowell-area developer Timothy Kihiko.

Parcel SR-25, Roxbury - The BPDA has provisionally designated Urbanica to redevelop this site to include 109 units of housing, retail storefronts, a satellite location for the National Center for Afro-American Artists, as well as a public park.  

Former Northampton District Courthouse, 33 King St. - DCAMM’s Sale Partnership with the City of Northampton for the disposition of a former courthouse located at 33 King Street, Northampton, has resulted in the provisional designation of Valley Community Development and The Community Builders, Inc. Combined, the developers will produce 92 new residential housing units. For more information, check out the Northampton Press Release

The South Campus at Salem State University - The surplus 23-acre campus will be redeveloped into 473 new rental apartment homes by Avalon Bay and Winn development. Rezoning of the site for housing is now complete.
