Subsidized Housing Inventory (SHI)

The Subsidized Housing Inventory is used to measure a community's stock of low-or moderate-income housing for the purposes of M.G.L. Chapter 40B, the Comprehensive Permit Law.

Massachusetts General Laws Chapter 40B is an important state statute that facilitates the creation of low- and moderate-income housing in municipalities that do not meed certain housing supply or production benchmarks. The Subsidized Housing Inventory (SHI) one measure used to determine applicability of the law, which does not apply in cities and towns where more than 10% of homes are on the inventory. While affordable housing developed under Chapter 40B is eligible for inclusion on the inventory, many other types of housing also qualify to count toward a community's affordable housing stock. This includes public housing, homes created by nonprofits and housing trusts, other homes with long-term deed restrictions, and market-rate rental units in 40B developments.  

September 2025 Subsidized Housing Inventory Biennial Update

The number of units eligible for inclusion on the SHI changes over time as new affordable homes are created in accordance with SHI eligibility criteria or affordability restrictions expire. EOHLC conducts a comprehensive update of the SHI biennially, which involves requesting updates from all municipalities in the Commonwealth, reviewing municipal responses, and determining units for removal or other necessary modifications to the inventory in accordance with regulatory SHI eligibility criteria. The count of year round housing stock, which is the denominator for the SHI percentage, is updated every ten years based on decennial census data.

  • 2020 units are the number of year-round housing units counted in the municipality on the 2020 U.S. Decennial Census.
  • Total development units are the total number of units in developments with at least one unit included on the Subsidized Housing Inventory, as tabulated by EOHLC on September 30th, 2025.
  • SHI units are the total number of units included on the Subsidized Housing Inventory, as tabulated by EOHLC pursuant to Chapter 40B and its implementing regulations.
  • The SHI percentage is a percentage with SHI units as the numerator and 2020 Census year-round units as the denominator.
