HLC Adjudicatory Hearings Information

An Executive Office of Housing and Livable Communities (HLC) adjudicatory hearing is an official meeting where applicants can present information and explain why they believe a decision should be reviewed before it becomes final.

Appeals that are reviewed in these hearings include:

  • public housing applicant appeals,
  • emergency shelter appeals, or
  • relocation appeals

Adjudicatory hearings are governed by M.G.L. c. 30A Sections 10 & 11 and 801 CMR 1.00. The regulations contain a set of Formal Rules (801 CMR 1.01) and informal Rules (801 CMR 1.02). Most often HLC hearings are conducted using the Informal Rules, but participants should review the Notice of Hearings for more specific guidance.
