Training Opportunities Program (TOP) information for providers

Learn how training providers can offer courses through the Training Opportunity Program (TOP).

Through the TOP program (also known as Section 30), people collecting unemployment benefits can participate in pre-approved training programs that will help them get back to work faster.  

Jobseekers can apply for TOP through the Department of Unemployment Assistance (DUA).

Training program eligibility

TOP training programs must:

• Prepare the jobseeker with skills for in-demand occupations.
• Be a full-time program that provides at least 20 hours of supervised classroom training per week.
• Colleges and universities may meet the requirement if they offer at least 12 credits each semester (or the equivalent), and a minimum of six credits per summer session (or the equivalent).
• Be a program that can be completed within two years.
• May be up to three years if the program includes a combination of basic skills and vocational training.
• Basic skills courses can be offered (Adult Basic Education (ABE), General Equivalency Diploma (GED), and English as a Second Language (ESL)), but can't take longer than 6 months.
• Ensure participants are entering full- or part-time employment in the past 12 months at a rate of: 
  • At least 70% when unemployment rate is at or below 7%.
  • At least 60% when unemployment rate is at or below 8%.
  • At least 50% when unemployment rate is above 8%.

Additionally, programs offered as part practicums/internships and part classroom hours will only be approved for the time needed to complete state or federal certification or licensing requirements. Or, DUA will determine the time necessary for the jobseeker to become employable in the occupation they are training for.

Training institution eligibility

Massachusetts training providers must:

• Have paid all contributions to DUA (if required).
• Have a current DUA employer number and Federal Identification Number.
• Be licensed or registered by the Massachusetts Department of Education (DOE), unless they are a recognized community college, college, or university.
• Have a current surety bond or term deposit in an amount determined by the Massachusetts State Auditor.
• Mail copies of the DOE license, surety bond, Provider Certifications/Terms & Conditions Form, and contractor authorized signature verification form to the contacts listed here.
