1. How do I update my school contacts and license information?
Sign into TrainingPro, and then:
- Select “edit provider information” and then click “next”
- If the school license and licensing information is incorrect, you can update it here
- If the contact information is incorrect, select “edit contact information”
2. How do I re-submit a course in TrainingPro?
Sign into TrainingPro, and then:
- Select the course you want to re-submit
- Select the “edit course” button
- Update information as necessary
- Re-submit
3. How do I enter my address if we have more than one location?
- If your school has more than one location, enter the address for your main campus. You can also create another application for a different location.
- If your course is offered at more than one location, add a course for each location. You can use the copy button to copy the course details and update the address. Course approval is done by location, so it’s important to enter this accurately.
4. How is Entered Employment/Placement Rate measured?
The information you enter about employment placement, course completion, and people who dropped out of the course is entered into a formula:
Employment number / (Completed number + Drop out number) x 100 = Entered employment/placement rate
ETPL requirements
1. Do we need to re-apply for ETPL every year?
Yes. Providers need to re-apply through TrainingPro around June 1 every year. MDCS will review the application and notify providers of their approval or if more information is needed.
2. How do we find out if our approval expired?
You can find this information in TrainingPro on the courses table. You can apply anytime after the “Earliest Resubmit Date.”
3. How does the review process work?
It’s a two-step process:
- MDCS determines the eligibility of a training provider based on the information that provider submits through TrainingPro for ITA, Trade, and TOP/Section 30 programs.
- Then, individual courses are reviewed by Workforce Boards and DUA (for TOP/Section 30 as appropriate). This may take several weeks depending on how complete the information in TrainingPro is.
MDCS may reach out to you for more information during this process. It’s important to keep both your primary and backup contact information updated to keep the process on track.
4. We received a notice of non-compliance, what does this mean?
You should send any required documents to MDCS as soon as possible. If you don’t, you may be removed from the ETPL.
This notice is not related to your application in TrainingPro. You may get this notice if you recently applied for funding for ITA, TOP/Section 30, or Trade, and MDCS is trying to verify your business entity, programmatic capacity, and financial stability.
5. Our courses are submitted to WTFP only. Do we also need to submit for ETPL approval?
If your courses are submitted to WTFP only, no, you do not.
If you want to submit courses to other programs, including ITA, TOP/Section 30, and Trade, you will need to submit them for ETPL.
6. We already have a business license for Massachusetts, why do we need to have a license for training?
Massachusetts law requires training providers to register for certain training categories, even if they are already licensed to conduct business. Some trainings are exempt. This is determined by the Department of Professional Licensing (DPL).

7. Why do we need to provide more documents to MDCS?
Documents are only requested as required by the Workforce Innovation and Opportunity Act (WIOA) ETPL requirements. While reviewing applications, MDCS may ask for:
- A Certificate of Good Standing from the Massachusetts Department of Revenue (DOR)
- Workers compensation documents
- Licensing information
Out-of-state, government, and charity organizations
1. Do we need to register for ETPL if we are a government entity?
Yes. Publicly operated training providers, schools, and community colleges need to apply through MassHire TrainingPro. Compliance verification is usually quicker than for other providers.
2. Do we need to register for ETPL if we are a charity organization?
Yes. Any training provider who applies for ITA, TOP/Section 30, or Trade Assistance must be in compliance with the WIOA ETPL policy, regardless of profit or non-profit status.
3. Do we need to register for ETPL if our school is outside of Massachusetts?
Yes, even if you are on your home state ETPL, you will need to register with Massachusetts if:
- Your school offers online classes that people in Massachusetts can take
- Your school offers in-person classes in your state, but people in Massachusetts may attend
- Your school has a physical location in Massachusetts
If your school needs to send employees to teach a short training course in Massachusetts, you will be required to file an application with the Massachusetts Department of Professional Licensure (DPL) to determine if your school needs to be licensed.
