The program aims to demonstrate equitable, cost-efficient pathways to upgrade a variety of school building types and provide models for the Commonwealth to continue to support equitable access to healthy and resilient schools. Program benefits include lower energy costs for school districts, pollution reductions, local workforce development opportunities, improved learning facilities, and community and/or neighborhood benefits.
What will TESI funding cover?
TESI funding will help with energy efficiency, decarbonization, on-site renewable energy generation, infrastructure and resiliency investments to support cost efficient fuel transitions. It can be used for:
- Gap funding to enable schools to meet matching requirements for other programs supporting approved measures, such as Massachusetts School Building Authority’s (MSBA) Accelerated Repair Program (ARP) and MassCEC’s Green School Works (GSW) Grants.
- Direct funding of energy efficiency and decarbonization measures that are not receiving funding through MSBA and Green School Works. TESI funds cannot be used for building shell improvements such as roofs, windows and doors. A limited portion of the funding may support on-site renewable energy systems.
- Funding community engagement and resiliency investments to ensure decarbonization projects meet the needs of the communities they serve.
How do I know if my school is a good candidate for TESI?
In order to be eligible for TESI, schools must have a student population that was at least 40% low income during at least one of the three prior school years, per the Department of Elementary and Secondary Education, and the proposed project must reduce fossil fuel use by a minimum of 60%.
What is the timeline for TESI Grants?
Applications will be accepted until 5:00 pm on December 5, 2025. For full details on the program and how to apply, please view the program opportunity notice on COMMBUYS.
