UST Agenda: Petroleum Cleanup Fund Administrative Review Board Meeting

On March 28, 2025, Governor Healey signed into law a bill which extends the temporary provisions pertaining to the Open Meeting Law to June 30, 2027. Specifically, this further extension allows public bodies to continue holding meetings remotely without a quorum of the public body physically present at a meeting location, and to provide "adequate, alternative" access to remote meetings. The language does not make any substantive changes to the Open Meeting Law other than extending the expiration date of the temporary provisions regarding remote meetings from March 31, 2025 to June 30, 2027.

  6. Pre-conference determination for the Application for Eligibility for Facility 18708, RTN 4-0050943. Application was received 2/27/26, RTN was assigned 10/11/24, more than 365 days had passed before the Application was submitted. Facility 18708 has an open existing UST eligible release, RTN 4-0016864. RTN 4-0050943 has been closed and linked to 4-0016864.
  7. 3065 submittals 6,7,8 and 9 Conference ratification. The Conference Panel waived the 365 day rule and was split on the question of whether Carloyn Matthews and others are true “employees” or “subcontractors” with the majority recommending that she not be considered an employee. Reimbursement of employees is based on the Consultant invoice and hourly billed rate. Reimbursement of a subcontractor is based on a subcontractor invoice and related markup.
