Interbasin Transfer Act

The Office of Water Resources provides technical and administrative staff to the Massachusetts Water Resources Commission, which administers the Interbasin Transfer Act.

The Interbasin Transfer Act gives the WRC the authority to approve or deny transfers of water or wastewater outside of the river basin of origin. The Interbasin Transfer Act requires protection of the donor basin and sound water supply management practices by the applicant prior to a transfer of water resources between river basins. OWR provides technical review of the applications, advises the Commission on regulatory and technical issues concerning the Interbasin Transfer Act, and makes recommendations to the WRC concerning applicant’s compliance with the criteria of the Act. OWR maintains the administrative record for the Water Resource Commission's Interbasin Transfer reviews and coordinates EOEA agency review of Interbasin Transfer applications.
