SRF Intended Use Plans

The State Revolving Fund (SRF) is a joint federal-state financing program that provides subsidized loans and grants to improve or protect water quality and infrastructure systems in the Commonwealth. The federal Water Pollution Control and Safe Drinking Water Acts require Massachusetts to annually prepare an Intended Use Plan (IUP) for its Clean Water State Revolving Fund (CWSRF) and its Drinking Water State Revolving Fund (DWSRF) programs.

MassDEP is pleased to present the Final 2026 Intended Use Plans for the CWSRF and DWSRF programs. The Final IUPs detail the projects, borrowers, and funding amounts that will be offered financial assistance through the SRF programs during this funding cycle. Projects included in the IUPs were selected based on MassDEP’s established rating system, which evaluates and ranks project proposals according to the severity of the public health or environmental problem being addressed and the effectiveness of the proposed solution.

The SRF was established in 1989 to finance projects that improve water quality, protect public health, and address environmental challenges.  The program is managed jointly by MassDEP and the Massachusetts Clean Water Trust (Trust).  MassDEP oversees program administration, while the Trust manages the financing and fiscal administration.

2026 Final Clean Water IUP

Project Type column: 

  • New Project or Carryovers = Construction
  • AMP Grant = Asset Management Plan

Projects on the IUP Final are anticipated to proceed in the 2026 IUP financing cycle.

Applicant column abbreviations:

  • (BG) - Base Capitalization Grant
  • (D) - Dropped by Applicant
  • (H) - Housing Choice Communities
  • (PF) - Affordability Criteria applicable, eligible for Principal Forgiveness. All eligible projects are anticipated to receive subsidy.
  • (RE) - Potential Renewable Energy Projects
  • (SG) - BIL CWSRF General Supplemental Grant
  • # - Projects contains Energy Efficiency, Renewable Energy and/or meets EPA's definition of a Green Project

Project Type column:

All projects on the Project Priority List submitted a Project Evaluation Form (PEF). Projects without an IUP designation will not be funded in the 2026 IUP financing cycle and are encouraged to apply for SRF funding in future years.
