Providership Application & Renewal: 2026–2028 Code Cycle
Below is an overview of the updated process and key changes for the 2026–2028 Code Cycle.
To make things easier for providers, Board members, and staff, any provider or program that was approved for the 2023–2025 Code Cycle and wants to renew without changes (other than updates for the new code cycle and MA Electrical Code Amendments) may now submit a short two-page renewal form instead of the full application.
You’ll still need to include required items such as:
- A Surety Bond
- CVs or resumes for any new instructors (Board staff will review instructors to make sure they meet CMR requirements)
This shorter renewal form replaces the old 50+ page PDF, saving time for everyone. If your program hasn’t changed, just submit the renewal form/attestation and the required documents.
Even if you are using the short renewal form, all providers are still responsible for reviewing and following the updated information in the new packet. These updates include:
- Student conduct policy
- Classroom ratios
- Standardized CE & IEP certificates
- Facility requirements
Key Changes for the 2026–2028 Cycle
Class Size Limits:
- IEP Programs:
- Maximum of 25 students per class with one instructor.
- If there are more than 25 students (up to 50), a second instructor or administrator must be present for the entire class.
- CEP Programs:
- Maximum of 100 students per in-person or live online (synchronous) class.
- If there are more than 50 students, a second instructor or administrator must be present for the whole class.
CEP Certificates of Completion:
- All CEP certificates must use the Board-approved digital certificate included in the application packet.
- Certificates must be completed and digitally signed in Adobe by the instructor who taught the class.
- No other certificate templates may be used.
IEP Certificates of Completion:
- All IEP providers/schools must issue a certificate the captures all of the required elements in the sample given in the packet. IEPs may utilize their own certificates, provided all necessary/pertinent information is present.
These standardized digital certificates help protect the integrity of the program and ensure accurate recordkeeping. CE providers must also send class rosters to the Board within 10 days of class completion, following all recordkeeping rules.
