In 2019 the OIG completed several important investigations and reviews. In addition, Inspector General Glenn Cunha provided testimony to the legislature on four legislative initiatives our office is currently supporting.
One of our notable investigations involved the City of Methuen. We found that, following a deeply flawed process in negotiating and approving the Police Superior Officers' contract, the former mayor and the city council demonstrated a reckless disregard for their duty to the residents of Methuen to safeguard taxpayer funds.
In a review conducted this year, we found that sick-leave payouts at municipal light plants across Massachusetts have ultimately cost ratepayers millions of dollars. Similarly, at the City of Malden's request, we reviewed the intake process at the city's Permits, Inspections, and Planning Services department. We found that weak financial controls made it vulnerable to the embezzlement and other occurrences of fraud that took place in 2018.
