The Comprehensive Emergency Management Plan (CEMP) is an all hazards plan developed to address the natural and human-caused hazards that threaten Massachusetts. Included in this link are the 16 Emergency Support Function Annexes.
The Cape Cod Emergency Traffic Plan provides a framework for the coordination and management needed to facilitate the egress of a high volume of traffic from Cape Cod in the event of a potential or actual hazard and procedures for the activation of Joint Base Cape Cod as an emergency shelter.
The Critical Transportation Need (CTN) Evacuation Plan describes the coordination and management of state-supported ground transportation for those who do not have access to personal transportation and require state assistance to evacuate from an at-risk area during an emergency.
The Damage Assessment Coordination Plan provides a framework for assessing damage to critical infrastructure and public/private property. These assessments assist in prioritizing response activities and allocating resources, provide an estimate of financial losses, and support requests for federal declarations.
This plan describes the roles and responsibilities that state agencies will play, and the actions they will take, with respect to managing disaster debris in the event that the Commonwealth declares a state of emergency.
The Disaster Housing Plan provides a framework for coordinating and maximizing resources to support interim and long-term disaster housing recovery operations when needs exceed local resources, and to guide the development and improvement of local disaster housing plans across the Commonwealth.

The Drought Management Plan provides a framework for the state to effectively prepare for and respond to drought conditions. The Plan aims to minimize drought impacts through monitoring and early drought warning capabilities and ensure state agency activities and actions are coordinated.
The Alert and Warning Plan provides an overview of federal, state, and local/regional emergency alert and warning systems in use, and how these systems are used to provide critical, time-sensitive information to the public and emergency response partners in the Commonwealth before, during, and after an emergency.
The Large Volume/High Concentration Ethanol Incident Response Plan provides a framework to coordinate resources and activities in support of incident/unified commanders responding to a large volume and/or high concentration ethanol rail or barge incident occurring within the Commonwealth.
The Statewide Evacuation Coordination Plan provides a framework to coordinate and support local and regional evacuations in response to any hazard and provides operational guidance for emergency management activities coordinated at the Massachusetts State Emergency Operation Center (SEOC).
The statewide Fire Mobilization Plan is outlined in Massachusetts General Law Chapter 48 Section 59A. It offers pre-determined response assets and capabilities to assist communities in the event they have exhausted their firefighting assets during an emergency.
The Highly Pathogenic Avian Influenza (HPAI) Multiagency Coordination and Operations Plan establishes a framework for state and partner agency collaboration to identify, respond to, and recover from positive and/or presumptive positive cases of HPAI in the Commonwealth.
The Statewide Mass Care and Shelter Coordination Plan is intended to increase mass care capabilities, improve related information sharing between local and state government, and better coordinate and allocate mass care and shelter resources throughout the Commonwealth.
The Regional Reception Center (RRC) Operational Plan provides a framework for the the activation, operation, and demobilization of an RRC facility as part of a larger mass care and evacuation operation within the Commonwealth.

The Survivor and Family Assistance Plan defines the process of by which a Family Assistance Center and/or other assistance support facility may be activated in the aftermath of a mass fatality or mass casualty incident and the types of support, information and services that may be provided to affected clients.
