Blog Post  A Legacy of Green Growth: Celebrating 30 Years of EPP Progress in the FY25 Annual Report

The Operational Services Division (OSD) is pleased to present the Fiscal Year (FY) 2025 Annual Report for the Environmentally Preferable Products (EPP) Procurement Program. The report summarizes the Operational Services Division’s (OSD) efforts to advance environmental and climate-preferable purchasing while reducing the environmental impacts of state government, as mandated in Executive Order 515, and it demonstrates how Massachusetts’ commitment to climate action and sustainability go hand in hand with fiscal responsibility and economic opportunity. 

For more than 30 years, the EPP Procurement Program has partnered with agencies and businesses to identify and promote products that are energy efficient, incorporate recycled content, and reduce the use of harmful toxins, and it supports state agencies and local governments in making informed purchasing decisions that align with these priorities. In FY25, the state documented $412 million in EPP spending, representing more than 17% of total Statewide Contract purchases. 

The FY25 EPP Annual Report highlights several key achievements related to cost savings, revenue generation, and environmental impact: 

  • $15.6M in Annual Cost Savings* 
  • $21.4M in Lifetime Cost Savings*
  • 359,346 Tons of Waste Diverted from Disposal to Recycling
  • 92,032 Metric Tons of Carbon Equivalent Reduced
  • $4.9M in Annual Revenue from Demand Response Services, Sales of Renewable Energy Credits, and Sales of Surplus Property

* Primarily from purchases of energy-efficient products

Additionally, the FY25 report outlines ongoing efforts to advance sustainable purchasing. This past fiscal year, OSD’s Climate and Sustainability (CSU) Unit established a baseline for procurement emissions from Statewide Contracts to prioritize key product categories for low-carbon procurements and launched the Climate and Environmental Practices (CEP) Form to better assess bidders’ environmental practices.

As demonstrated in the FY25 Annual Report, the EPP Procurement Program is delivering measurable environmental impact, generating cost savings, and encouraging more sustainable business practices.
