Timothy Foley is sworn in by Auditor Bump to serve on the Health Policy Commission.

Boston — On October 12, 2016, State Auditor Suzanne M. Bump appointed Timothy Foley to serve on the Health Policy Commission (HPC). The ceremony took place in Bump’s State House office.

Foley, a Watertown resident, was appointed to fill the term of Veronica Turner, who was also appointed by Bump, who resigned from the HPC last month. Turner’s term would have expired October 31. Foley will be eligible for reappointment to a five-year term on the commission at that time. He will fill the seat on the commission statutorily designated for an individual with demonstrated expertise representing the health care workforce as a leader in a labor organization.

Established in 2012, the Massachusetts Health Policy Commission is an independent state agency that develops policy to reduce health care cost growth and improve the quality of patient care. The HPC’s main responsibilities include monitoring the performance of the health care system; analyzing the impact of health care market transactions on cost, quality, and access; setting the health care cost growth benchmark; and investing in community health care delivery and innovations.

Foley is the Assistant Division Director for Massachusetts for Service Employees International Union (SEIU) 1199, an elected position within the United Healthcare Workers East labor union. He has worked for SEIU for 11 years, starting out as a political director, then being elected to a Vice President position. He holds a bachelor’s degree in political science from the University of Delaware and a masters’ degree in public affairs from the University of Massachusetts- Boston.

Bump’s other appointees to the HPC are Wendy Everett of Cambridge and Rick Lord of Peabody.
