Boston — State Auditor Suzanne M. Bump today released an audit of Bay Cove Human Services, Inc. and Affiliate (Bay Cove), a state funded not-for-profit human services provider based in Boston.
The review identified more than $200,000 in agency payments to contractors without using the state’s competitive procurement process or establishing a formal written agreement.
The audit, which examined a period between July 2009 and December 2011, also identified personal use of agency vehicles improperly charged against its state contract, and incomplete supervisor approval of employee timesheets.
Bay Cove, which in Fiscal Year 2011 reported revenues of over $82 million, provides social, vocational, educational, and residential services under contract for the Commonwealth. The agency responded positively to all findings and stated it will implement corrective changes.
The Office of the State Auditor conducts technical and performance assessments of state government’s programs, departments, agencies, authorities, contracts, and vendors. With its reports, the OSA issues recommendations to improve accountability, efficiency, and transparency.
