In March, the Operational Services Division (OSD) honored Women’s History Month and Public Procurement Month by celebrating Women in Procurement — a campaign highlighting the leadership, expertise, and stories of women advancing the Commonwealth’s procurement mission.
From legal guidance and data analysis to municipal outreach and strategic sourcing, these professionals bring a diverse range of skills to the table. What unites them is a shared passion for public service, fair processes, and meaningful impact.

For Gianna Gibo, procurement was a surprise opportunity that became a passion. Gianna supports contract development and compliance through data analytics — work that plays a vital role in driving efficiency and informs strategic decision-making. “Many things you interact with in your day-to-day life are impacted by procurement,” Gianna said. “It’s rewarding to know that what we do supports communities and long-term climate goals.”

Patricia Burke’s transition from the private sector to OSD in 2014 was sparked by a desire to make a difference. She joined OSD to help launch COMMBUYS and now supports more than 200 municipalities in southeastern Massachusetts.
Her work focuses on empowering local officials with training and contract tools that drive cost savings and transparency. But it’s the human connections that stand out most.
“Knowing my clients and their communities, learning their stories—those relationships have enriched me beyond measure,” Patricia said. “It’s a privilege to serve.”

Nicky St. Pierre did not originally set out to work in procurement—but when she found a role in OSD’s General Counsel’s Office, its emphasis on compliance and fairness immediately resonated.
Now, Nicky advises sourcing teams on legal requirements and supports executive agencies with procurement guidance. What she values most is seeing how procurement principles — open, fair, and competitive — translate into tangible benefits for the public.
“Government services could not function without procurement,” she said. “Our work ensures a level playing field for businesses while encouraging innovation and cost efficiency.”

With more than three decades of procurement experience, Tanya Reeves knows the field inside and out. As a Senior Category Manager, she leads teams that develop sourcing and vendor management strategies to meet buyer needs.
She’s also a passionate advocate for collaboration, professional growth, and clear communication between sourcing teams and end users.
“Procurement is structured, but it must also be adaptable,” Tanya said. “Open feedback and organized communication help us deliver contracts that truly work.”
