The Operational Services Division (OSD) recently implemented a revised framework for state agency procurement oversight and engagement. The updated policy, effective December 8, 2025, simplifies procurement processes and the state’s ability to share best practices, while ensuring Executive Branch procurements are conducted openly, fairly, competitively, and in accordance with law.
Building Stronger Partnerships
The new policy is part of OSD’s work to strengthen agency partnerships by addressing barriers to efficient state procurement and building opportunities to promote two-way communication and collaboration. Policy changes include streamlining the use of the COMMBUYS Contract Lifecycle Management (CLM) tool, simplifying training requirements, introducing a flexible policy for Departments’ use of other agencies’ contracts, and introducing OSD Secretariat liaisons and Community of Practice forums to share best practices and promote the consistent exchange of ideas. As part of the agency’s shift, OSD’s Compliance Unit is renamed the Quality Assurance Unit in line with its focus on maintaining high quality state procurements.
“We’ve heard from our Secretariat partners how certain policies and practices added time and promoted inefficiency,” notes Mark Fine, Assistant Secretary for Operational Services. “The redesigned framework addresses these burdens, at the same time maintaining accountability and oversight. We look forward to continuing these convers tions with agencies to ensure state procurement practices address their needs and meet the expectations of Commonwealth taxpayers.”
