Massachusetts and the Healey Administration welcome its new State Procurement Officer, Mark Fine, who officially took the helm of the Operational Services Division (OSD) as Assistant Secretary for Operational Services on July 7. Mark has more than 30 years of public service experience at the federal, state, local, and international levels.
Mark most recently served as Assistant Secretary for Administration in the Executive Office for Administration and Finance (A&F), a position he held since May 2023. In this role, Mark provided support and oversight of agencies within A&F, including those responsible for facilities/capital assets, revenue, goods and services purchasing, supplier diversity, disability rights, and other functions. He also assisted in developing local government policy and engagement strategy.
Mark’s core philosophy is clear: Government can and should improve lives. He sees procurement as a critical lever for effective government operations, envisioning OSD as the facilitator, enabling agency partners to achieve their missions; as a guardian, safeguarding public resources; and as an opportunity creator, unlocking potential for countless businesses that provide goods and services to state and local government.
Under his leadership, OSD will be guided by four essential values:
- Service – OSD exists to help agencies and local governments succeed
- Partnership – True collaboration with our government and business partners
- Creative Problem-Solving – Proactively finding practical solutions
- Responsiveness – Acknowledging and responding to partners promptly, even if an answer takes time to provide.
In his remarks at a recent OSD All Staff meeting, Mark said, “It is more important than ever for state government to work well, to ensure integrity, and be effective and efficient ... and demonstrate that good government is possible.”
Mark gained significant experience in procurement during his tenure at the Metropolitan Area Planning Council (MAPC), where he served as the Director of Municipal Collaboration for eight years. At MAPC, he helped spearhead successful inter-municipal cooperative purchasing initiatives. From 2011 to 2014, Mark served the Commonwealth during the Patrick Administration, first as Director of Strategic Planning and Performance Management and then as Managing Director of Performance, Accountability, and Transparency.
Mark and the agency thank Anna Shpigel for serving as Interim Assistant Secretary for Operational Services. Anna will continue to help lead the agency in her role as Deputy Assistant Secretary for Operational Services. Please join us in welcoming Mark to OSD. He may be reached at mark.fine@mass.gov.
