News  Massachusetts Board of Medicine Takes Disciplinary Action – November 6, 2025

WAKEFIELD — The Massachusetts Board of Registration in Medicine took disciplinary action against the medical licenses of Charles Stephen Foster, M.D. and Raj Deverajan, M.D.

The Board accepted Dr. Charles Stephen Foster’s resignation of his right to renew his medical license. Resignation is a disciplinary action that permanently removes a physician from the practice of medicineDr. Foster is board-certified in Ophthalmology by the American Board of Medical Specialties. He was licensed to practice medicine in the Commonwealth from May 13, 1975 until May 19, 2025. He previously practiced medicine in a private practice in Waltham.

The Board also ratified the acceptance of Dr. Raj Devarajan’s resignation of his medical license. Dr. Devarajan was first licensed to practice medicine in Massachusetts on July 6, 1988. He is board-certified in Internal Medicine, with subspecialty certification in Gastroenterology, as well as in Psychiatry, with subspecialty certification in Child and Adolescent Psychiatry. Dr. Devarajan entered into a Voluntary Agreement Not to Practice on June 30, 2022.

The Massachusetts Board of Registration in Medicine licenses more than 40,000 physicians, osteopaths and acupuncturists.  The Board was created in 1894 to protect the public health and safety by setting standards for the practice of medicine and ensuring that doctors who practice in the Commonwealth are appropriately qualified and competent.
