Mandatory Enrollment with MassHealth
Effective November 3, 2017, each dentist is required to enroll with MassHealth as an Order, Refer and Prescribe (“ORP”) non-billing provider (if not already enrolled with MassHealth as an approved billing provider) before applying for an initial dental license OR seeking to renew an existing dental license. This is a mandatory requirement that applies to every dentist whether or not the dentist practices dentistry in Massachusetts.
M.G.L. c. 112, s. 45 mandates that the Board of Registration in Dentistry condition the initial issuance or renewal of all dental licenses on a dentist’s application to participate in MassHealth as an ORP non-billing provider unless the dentist is already enrolled as an approved billing provider.
Please note that effective April 1, 2025, DentaQuest is no longer the vendor that handles all MassHealth enrollment forms. The new vendor is BeneCare.

Once you submit your enrollment forms to BeneCare, BeneCare will send you an email confirming their receipt of your enrollment forms. Once you receive that email from BeneCare, please upload that email to your online license application OR forward the email to dentistry.admin@mass.gov so we may finish processing your application for initial licensure or renew your existing license.
Please note that failure to enroll with MassHealth may result in the Board initiating action to rescind your license or prohibit the renewal of your license based on your failure to comply with this statutory requirement.
