News  Public Comment Period on Proposed Amendments to EEC's Commonwealth Cares for Children (C3) Formula

The Department of Early Education and Care is holding a public comment period and a public hearing regarding its C3 Formula.

The public comment period will start on Wednesday, August 13 and end on Friday, September 12 at 5:00 PM.  The Department of Early Education and Care will host a public hearing where attendees will each have 3 minutes to share live feedback on Monday, September 8 at 6 p.m.

NOTICE OF PUBLIC COMMENT PERIOD
In accordance with M.G.L. c. 30A, the Board of Early Education and Care (EEC) is proposing a C3 Formula, pursuant to its authority under M.G.L. c. 15D, § 20(c). The proposed C3 Formula is used to calculate monthly payments to eligible providers.

EEC is proposing the C3 Formula as mandated by the Legislature in accordance with the adoption of M.G.L. c. 15D, § 20(c).

At its August 13, 2025, EEC Board meeting, Board Members voted to adopt the C3 Formula in draft form and to provide for a public comment period.

Public Comment Dates: 08/13/2025 - 09/12/2025 (until 5:00 p.m.)

Accordingly, EEC will accept comments on the proposed regulations until 5:00 p.m. on September 12, 2025.  You can submit comments via:
