A credit union with by-laws that allow membership for people that work in Massachusetts may have members who reside outside of Massachusetts. No violation of Massachusetts Gen. Laws ch. 171 exists when such a credit union advertises in the newspaper where its members reside, even if this is out-of-state and in an area with no physical presence by the credit union. The credit union may make the determination about which media outlet best serves a particular market.
