Home Energy Assistance Programs

The Executive Office of Housing and Livable Communities' energy programs provide eligible households assistance with home heating services, including: help paying for heat bills, heating system repair or replacement, and weatherization and home insulation services.

Our Programs

HLC offers three programs to help with the cost of home heating:

Help paying winter heating bills (HEAP)  Help with Heating System Repair and Replacement (HEARTWAP)  Help Insulating and Weatherizing your home (WAP) 

How to Apply

You apply for all three programs (HEAP, HEARTWAP and WAP) with the HEAP program application.

The Home Energy Assistance Program (HEAP), HEAP provides eligible households with help in paying a portion of winter heating bills.

Heating System Repair & Replacement Program (HEARTWAP) provides emergency heating system repair and replacement services to low-income households.

Weatherization Assistance Program (WAP), funded by the U.S. Department of Energy, WAP provides eligible households with full-scale home energy conservation services to help reduce your overall energy bills.
