Charles Kelsey

Director of Access and Opportunity

Charles joined DCAMM in 2010 as a Compliance Officer III, was promoted to Deputy Director in 2015 and promoted to Director of Access and Opportunity in February 2021. Prior to DCAMM, Charles worked at Cashman Dredging and Marine as Director of Human Resources, EEO Specialist.  Charles also spent twenty years working at the Massachusetts Water Resources Authority providing Diversity, Equity and Inclusion (DEI) oversight on some of the MWRA’s biggest construction projects including Deer Island, MetroWest Tunnel, Spot Pond Covered Storage, and many others.

As Director of Access of Opportunity, Charles provides executive leadership in support of DCAMM DEI program initiatives while simultaneously overseeing DCAMM's Certification and Compliance business units. Charles' role is integral in ensuring access and opportunities for minority, women, veteran, owned business, and workforce diversity on DCAMM construction and design projects.  The programs he manages set minority and women business percentage goals on construction and design projects receiving State funding. 

Charles champions growth of minority, women, and veteran owned businesses by educating municipalities, awarding authorities, OPMS, Resident Engineers, Project Managers as an instructor for the Inspector General’s MCPPO classes.

Charles is also a member of the DCAMM Diversity Committee that fosters an agency-wide culture that values diversity, inclusion and recognizes the strength and talent of others in alignment with DCAMM’s business goals and objectives.

    DCAMM is responsible for capital planning, public building construction, facilities management, and real estate services for the Commonwealth.
