Local Comprehensive Emergency Management Plan Guidance
The Massachusetts Emergency Management Agency (MEMA) developed this local comprehensive emergency management plan template to assist communities in developing and/or updating their respective local comprehensive emergency management plans or emergency operations plans. This Template is in compliance with the federal Comprehensive Preparedness Guide (CPG) 101 Version 2.0, and is designed to meet best practices for emergency management planning.

Access and Functional Needs Resource Guide for Local Officials
The Massachusetts Emergency Management Agency (MEMA) developed the below resource guide for local emergency management agencies and planners in Massachusetts to improve emergency planning and response for people with disabilities and others with access and functional needs.
Additionally, the Massachusetts Department of Public Health (DPH) developed the Public Health Planning Toolkit for At-Risk Individuals with Access and Functional Needs as a resource of local public health officials.
Tools for Local Officials from State Plans
As part of the state emergency management plans developed by MEMA, the Debris Management Plan, Ethanol Incident Response Plan, Hazard Mitigation and Climate Adaptation Plan, Mass Care and Shelter Coordination Plan, Survivor and Family Assistance Plan and Continuity Planning Guidance have toolkits and/or planning guidance for local officials.
