Historically, communities across the Commonwealth have been excluded from wealth-building opportunities. Thus, many children – particularly children of color – from low-income and low-wealth households are unable to pursue asset-building and economic opportunities during adulthood. This report outlines an asset-building program aimed at providing such economic opportunities to communities impacted by wealth inequity.
Following the recommendations of the Baby Bonds Task Force, the Office of Economic Empowerment issued a report which details the research, analysis, and deliberations conducted by Task Force members on a potential Baby Bonds program for Massachusetts.
