Horse Drawn Carriage

The Office of Public Safety and Inspection (OPSI) regulates the operation of horse drawn carriages for public hire on public roads.

You must have a license from OPSI to run or let someone else run a horse-drawn carriage. The driver also needs a certificate from an OPSI inspector showing they can safely drive a carriage. You can get the applications at the link below.
