MCPPO Designation Renewal

Everyone who has earned an MCPPO designation must earn at least 25 continuing education credits every 3 years to keep the MCPPO designation.

Recertification Requirements 2018-2020

New recertification policy in effect January 1, 2018

In response to feedback from students, the OIG has a new recertification policy for all MCPPO designees. The new policy went into effect on January 1, 2018. The new policy requires all MCPPO designees due to recertify to successfully complete a new two-day MCPPO Recertification Course that includes an exam. You will earn 14 credits for the successful completion of the class. The OIG will offer the new recertification class two times during the spring 2018 semester. MCPPO designees may earn the remaining continuing education credits to fulfill the 25-credit requirement through other professional affiliations and trainings or attendance at one or more additional MCPPO seminars. If you were due to recertify on or after January 1, 2018, your designation recertification date will automatically be extended to June 30, 2018, to give you time to attend the new class.

How to apply for recertification

An MCPPO designee applying for recertification must submit an application form with all the requested information, a signed CORI check release form, and a check for $75.00 payable to the Office of the Inspector General. Applicants must certify that they have earned the required number of continuing education credits beyond those awarded for MCPPO seminars.

Suggestions for fulfilling your continuing education credits

You can receive two continuing education credits per year for being an active member of the Massachusetts Association of Public Purchasing Officials (MAPPO), Massachusetts Association of School Business Officials (MASBO) or similar professional organizations. Your recertification application must be accompanied by:

  1. The agenda of the meetings attended.
  2. Information verifying that the meeting program was at least 1 hour long.
  3. Information verifying that the meeting included a direct educational activity regarding municipal purchasing, finance, construction bidding or other related topics. (Program must not promote or market any company's products or services.) You can only get credit for the same program once every 3 years.
  4. The professional organization must maintain attendance records that the OIG could use to verify attendance.

You can earn continuing education credits for attending MAPPO or MASBO conferences and other additional educational meetings. (Check the conference schedule for the exact number of hours.)

You can receive continuing education credits for every workshop you attend at the annual MassBuys Expo (held in the spring), which is sponsored by the state Operational Services Division (OSD). This program generally offers the opportunity to earn up to 6 credits and the program is free for public officials.

You can earn up to 15 continuing education credits for professional contributions, such as authoring an article for the OIG's Procurement Bulletin or other professional publications.

Calculating continuing education credits

In most instances, for each 50 minutes of attendance and participation in activities that qualify, you earn 1 continuing education credit. Programs held during a meal will not qualify for continuing education credit, although programs held before or after a meal may qualify. Only activities that are 50 minutes or longer will count for the first credit. After the first credit, you may earn additional credits in ½ hour increments (i.e., ½ credit for ½ hour of education). The following rules will apply to college or correspondence courses, presentations and publications:

  • For the successful completion of a relevant university or college class, you may earn 10 continuing education credits for each semester hour of credit For the successful completion of a correspondence course or independent study program of which the MCPPO program approves, the number of continuing education credits earned will equal the average number of hours required to complete the course as stated by the program sponsor.
  • For the successful presentation to or instruction of others, you may earn continuing education credits equal to your actual preparation and presentation time, provided that the total credits will not be more than twice the presentation time. You may not earn continuing education credits for presenting substantially the same material more than once within 2 years.
  • For the publication of an article, book or course material of which the MCPPO program approves, you may earn continuing education credits equal to the amount of time you spend writing the book, article or course material. You may not earn credit for more than 1 publication on substantially the same topic.
  • For serving as an active board member of an organization of which the MCPPO program approves, you may earn 2 continuing education credits for each complete year of service in which you attended at least ½ of the board meetings.
  • For serving as an officer of a professional public procurement or purchasing organization, you may earn 5 continuing education credits for each complete year of service.
