Qualified Allocation Plan

EOHLC is responsible for preparing the Qualified Allocation Plan (QAP) that outlines how we will award and administer the federal and state Low Income Housing Tax Credits (LIHTC) each year. The QAP also governs awarding of housing subsidy programs. This page has QAP documents, including Notices of Funding Availability (NOFAs).

Housing Development Digital Application Portals

For new projects, HLC Housing Development will be using the new Housing OneStop portal. For more information, please visit the Housing OneStop Hub.

For existing projects, please continue to use the Intelligrants system.
