User Research and Testing
Beta testing is an opportunity for real users to use a product in a real, production environment. Beta testers are early users of a new product to help make sure the product works as expected.
We're looking to hear from you all about our systems, policies, and other projects for testing. Please fill out one of the forms below, and we’ll reach out if it’s a good match!
Subject Matter Expertise Interest Form
Share what kind of early childhood expertise you have, and our team will reach out when looking for feedback on the topic.
Educator Experience Research Interest
We are looking for early childhood educators who would like to share their experiences and ideas through interviews, testing sessions, and other research activities that will help us improve tools and processes for educators. By filling out this form, you’ll be added to our pool of potential participants. We’ll reach out if you meet the eligibility criteria for an upcoming study.
Family Feedback Form
We are looking for families who would like to share feedback with the EEC team. By filling out this form we will reach out when there are opportunities to share feedback on the family experience.
Board Meetings
EEC has a board meeting 10 times a year. The Board of Early Education and Care makes up to 30 minutes available for persons in the audience to address the Board on specific agenda items. To hear as many speakers as possible, the Board limits individuals to 3 minutes, although written material of any length can be submitted. The Board asks associations or groups to select only one speaker to represent the organization. Those wishing to speak should indicate their intent by filling out the sign-in sheet that will be available for the half-hour prior to the start of the meeting.

Public comments received by 5 pm on Tuesday will be sent to the Board in advance of meeting. Public comments received after 5 pm on Tuesday will be sent to the Board shortly after the meeting.
Public Comment & Hearings
When changes to EEC’s regulations or statutes are made, all topics will be presented to the board and then a special public hearing is hosted during a public comment period. These hearings are open to all who would like to share live public testimony and are recorded as part of the public comment process. Comments can also be submitted in writing.
C3 Public Comment Period (08/13/2025 - 09/12/2025)
The Department of Early Education and Care is hosted a public comment period and a public hearing regarding the Commonwealth Cares for Children (C3) Formula.
Child Care Financial Assistance Regulations (02/14/2025 - 04/15/2025)
The proposed amendments are to the Child Care Financial Assistance (CCFA) regulations with a goal to:
- expand initial eligibility to families with incomes at and up to 85% of State Median Income (SMI);
- codify priority access for staff working in early education and care programs; and
- ensure CCFA does not count as income for purposes of disqualifying families for other state governmental assistance.
State Plan Public Hearing (05/22/2024)
Every three years, EEC must complete a CCDF State Plan as the lead agency that receives CCDF funding for the Commonwealth of Massachusetts. EEC worked to gain public comments on the proposal.

These meetings offer a place to share information on a specific topic and an opportunity for folks to share feedback or questions. We use the questions and feedback to update our communications, create FAQs, and improve processes.
