Special Commission on Access to Behavioral Health Services for Children and Families

The Special Commission on Access to Behavioral Health Services for Children and Families was established in 2025 with the enactment of the FY2026 Budget.

The Commission was responsible for studying and proposing recommendations to improve access to behavioral health services for children and families, including a detailed review of the common challenges that children, adolescents and families face in seeking behavioral health services. The Commission was chaired by Undersecretary for Health Amy Rosenthal, acting as the designee of the Secretary of Health and Human Services, and was comprised of a diverse panel of behavioral and public health professionals, state legislators, and representatives from hospital and health care provider trade associations. The Commission concluded its work with the submission of its report to the Legislature in June 2026.
