State Highway Access Permits

The MassDOT Highway Division has a web-based system for the submission of Highway Access Permit requests. The system allows customers to submit applications electronically on a 24-7 basis.

Find additional information on the access permitting process, create an account to access the system, and start the application process using the State Highway Access Permit System (SHAPS). No fees are requested until the application has been submitted and reviewed by the authorized MassDOT Highway District.
