The Employment Modernization and Transformation (EMT) Program is a multi-year initiative focused on delivering a transformational Unemployment Insurance experience to businesses and workers.
The Massachusetts Department of Unemployment Assistance (DUA) is taking a major step forward to better serve employees and employers through the modernization of the unemployment insurance system. This modernization is called the Employment Modernization Transformation (EMT), and it will be deployed in two phases, with Phase 1 scheduled for September 12, 2023.
As part of Phase 1 of the modernization, Employers, Third-Party Administrators (TPAs), and Agents will gain access to a new portal featuring new and existing employer-related activities.
As part of Phase 2 of the modernization anticipated in 2025, claimants will experience an improved process for uploading information while noticing a mobile-friendly design with increased accessibility features, making it more convenient to apply for unemployment assistance.

April 2022: DUA identifies Fast Enterprises, LLC as its vendor in identifying and implementing software, hardware, and service delivery process improvements.
July 2022:DUA and Fast Enterprise, LLC begin working on the EMT project.
January 2023: DUA starts extensive testing of the EMT system for usability, accessibility, functionality, and technology.
September 2023: Executive Office of Labor and Workforce Development announces the first phase of the project will launch on September 12
