Capital Investment Plan (CIP)

The Massachusetts Department of Transportation (MassDOT) is responsible for managing the transportation assets that allow the state’s economy and its people to flourish.

Transportation investments are funded through the Capital Investment Plan (CIP), which programs state and federal funds to pay for long-term improvements to the transportation system. The FY 2023 – 2027 Capital Investment Plan (CIP) will be the first five-year plan since the FY 2020 – 2024 CIP, and the first since the COVID-19 pandemic began.
