Current Capital Investment Plan (CIP)

The 2024-2028 Capital Investment Plan

MassDOT updates its five-year Capital Investment Plan each year. This plan is in effect for the state fiscal year 2024, which starts on July 1, 2023, and ends June 30, 2024.

MassDOT is currently developing the next Capital Investment Plan for the state fiscal year 2025-2029. To learn more about the next CIP and opportunities to provide feedback, please visit the Developing the Capital Investment Plan page.

To support the Commonwealth’s transportation system, MassDOT is responsible for:

  • Planning
  • Funding
  • Designing
  • Constructing
  • Capital Maintenance

These investments are funded through the Capital Investment Plan (CIP), which programs state, federal, and other funds to pay for long-term improvements to the transportation system. It includes all capital expenditures planned for the next five years for MassDOT’s Divisions – Aeronautics, Highway, Rail and Transit, Registry of Motor Vehicles and Planning & Enterprise Services.
