MassDOT updates its five-year Capital Investment Plan each year. This plan is in effect for state fiscal year 2025, which starts on July 1, 2024, and ends June 30, 2025.

To support the Commonwealth’s transportation system, MassDOT is responsible for:
- Planning
- Funding
- Designing
- Constructing
- Capital Maintenance
These investments are funded through the Capital Investment Plan (CIP), which programs state, federal, and other funds to pay for long-term improvements to the transportation system. It includes all capital expenditures planned for the next five years for MassDOT’s Divisions – Aeronautics, Highway, Rail and Transit, Registry of Motor Vehicles and Planning & Enterprise Services.

As part of public engagement for the draft 2025–29 CIP, MassDOT held six public meetings with our regional partners, the Metropolitan Planning Organizations. Information presented during these public meetings reflects the draft 2025–29 CIP, which may differ from the final 2025–29 CIP.
