Developing the Capital Investment Plan

MassDOT is working on developing the next Capital Investment Plan (CIP) for state fiscal years 2026–2030. As we get closer to the release of the Draft FY 2026–2030 Capital Investment Plan (CIP), staff will be presenting regularly at meetings of the MassDOT Board of Directors.

2025 MassDOT Board of Directors Meetings that include, or are expected to include, CIP discussions include the following:

• March 19, 2025, at 10 a.m.
• April 15, 2025, at 10 a.m.
• May 21, 2025, at 12 p.m.  
• June 18, 2025, at 12 p.m.

Meeting materials can be found on the MassDOT Board of Directors Meeting Materials page. Meeting dates and time are subject to change.

MassDOT will be holding a Public comment period: May 22 – June 11, 2025 for the CIP once the MassDOT Board of Directors approves the release of the Draft CIP. During the period there will be six public meetings and opportunities to submit comments on any aspect of the Plan. Please see the CIP Timeline and Upcoming Events for more information.

• MassDOT Board of Directors votes to release Draft CIP for public comment: May 21, 2025
• Public comment period: May 22 – June 11, 2025
• Final CIP will be presented to the MassDOT Board of Directors for approval: June 18, 2025
