MassDOT publishes a Capital Investment Plan each year. Information about plan development and opportunities for public engagement, along with draft plan materials, are made available here.

Final FY 2026–2030 CIP

MassDOT’s Capital Investment Plan (CIP) includes all capital expenditures planned for the next five years for MassDOT’s Divisions ─ Aeronautics, Highway, Rail and Transit, Registry of Motor Vehicles and Planning and Enterprise Services. It also includes state-funded investments for the Massachusetts Bay Transportation Authority.

CIP Fact Sheet

The FY2026─30 CIP focuses investments on safety, reliability, asset management, partnerships with municipalities, and climate stewardship. With respect to this last category, the CIP incorporates strategies and investments to align with the Commonwealth’s strongly held goals to reduce greenhouse gas emissions and to improve resiliency.

The Final FY2026-30 CIP is available in PDF and StoryMap formats. Both cover the same material; however, the Story Map version includes additional visualizations.

Public Comment

The public comment period for the Draft FY26-30 CIP began on May 23, 2025, and ended on June 12, 2025. MassDOT collected comment on the Draft FY26-30 CIP via email, letter, the MassDOT Project Viewer, and via verbal testimony at meetings and events.

CIP Development Timeline

  • The Final FY26-30 CIP was presented to the MassDOT Board of Directors and approved by the Board on June 18, 2025. A recording of this meeting can be found on the MassDOT Board of Directors Events page.
  • The FY26-30 CIP will go into effect on July 1, 2025.

Public Engagement Materials and Recordings

As part of public engagement for the Draft FY2026–2030 CIP, MassDOT held six public meetings with our regional partners, the Metropolitan Planning Organizations, as well as one legislative briefing. Information presented during these meetings reflects the Draft FY2026–2030 CIP, which may differ from the final version of the CIP.
