Developing the Capital Investment Plan

MassDOT publishes a Capital Investment Plan each year. Information about the draft plan, public meetings, and ways to provide comments will be posted here as soon as it is available.

Draft FY 2027–2031 Capital Investment Plan

MassDOT's Capital Investment Plan (CIP) includes all capital expenditures planned for the next five years for MassDOT's Divisions ─ Aeronautics, Highway, Rail and Transit, Registry of Motor Vehicles, and Planning and Enterprise Services. It also includes state-funded investments for the Massachusetts Bay Transportation Authority.

The Draft FY2027─31 CIP is now available for public review. Within this plan, MassDOT focuses investments on safety, reliability, asset management, partnerships with municipalities, and climate stewardship. With respect to this last category, the CIP incorporates strategies and investments to align with the Commonwealth’s strongly held goals to reduce greenhouse gas emissions and to improve resiliency.

The Draft FY2027─31 CIP is available in PDF and StoryMap formats. Both cover the same material; however, the StoryMap version includes additional visualizations.

Throughout the development of the Capital Investment Plan, staff regularly present at meetings of the MassDOT Board of Directors.

Public Comment

Public feedback is important to the development and support of the Capital Investment Planning process. There are several ways to provide comments during the public comment period, which ends at 5 P.M. on June 10, 2026:

CIP Development Timeline

  • MassDOT Board of Directors released the Draft CIP for public comment: May 20, 2026
  • Public comment period: May 21 – June 10, 2026. 
  • Final CIP expected to be presented to the MassDOT Board of Directors for approval: June 17, 2026
