Crowd Manager Regulations and Training Program

Every Massachusetts nightclub, dance hall, discothèque or bar, with an occupant load of 100 persons or more must have a Crowd Manager in accordance with the state regulation.

As a result of the deadly 2003 Rhode Island Station Nightclub fire, Massachusetts enacted sweeping fire safety requirements for nightclubs, dance halls, discothèques, and bars. Many changes to make nightclubs, bars and discos safer were enacted including having trained crowd managers be on duty whenever these establishments are open to the public. Studies show that people often look to staff for guidance during an emergency, so it is important for staff to make sure the building is safe and know how to help get out of the building quickly and safely during an emergency.
