Embodied Carbon Intergovernmental Coordinating Council (ECICC)

Pursuant to S.L. c. 239, §§ 4B-4F the Embodied Carbon Intergovernmental Coordinating Council (ECICC) is charged with reviewing research and preparing recommendations surrounding the use of low embodied carbon building materials.

The council is set to prepare an embodied carbon reduction plan, which will include strategies to measure, monitor, and reduce embodied carbon in commonly used building materials, with particular attention to cement and concrete mixtures, steel, glass, asphalt and asphalt mixtures and wood. The plan will be issued by January 1, 2026.

Council Members

The ECICC is comprised of a range of members representing state government agencies, as well as experts in the field of building construction and embodied carbon. The council is co-chaired by the Commissioner of the Division of Capital Asset Management and Maintenance (DCAMM) and the Climate Chief. The Governor appoints five members of the council, and the rest are dictated by legislation.
