Pursuant to S.L. c. 239, §§ 4B-4F the Embodied Carbon Intergovernmental Coordinating Council (ECICC) is charged with reviewing research and preparing recommendations surrounding the use of low embodied carbon building materials.

Council Members
The ECICC is comprised of a range of members representing state government agencies, as well as experts in the field of building construction and embodied carbon. The council is co-chaired by the Commissioner of the Division of Capital Asset Management and Maintenance (DCAMM) and the Climate Chief. The Governor appoints five members of the council, and the rest are dictated by legislation.
