Overview of Auditor Bump to Testify in Support of Measure to Create an Electronic Backpack Program for Students in Foster care

Auditor Bump testifying before a legislative committee.

On Monday, January 13, State Auditor Suzanne M. Bump will testify before the Joint Committee on Children, Families and Persons with Disabilities in support of H.4280, An Act Creating an Electronic Backpack for Foster Children. The bill is sponsored by Rep. Kay Kahn. The measure would require the Department of Children and Families to create an electronic backpack for students in foster care. This backpack would contain digital copies of relevant electronic records for the student, including information on past academic performance and information about past educational providers.

A report released by Bump’s office last year examined the challenges schools face in meeting the educational needs of students in foster care. It noted that schools expend significant time and effort ensuring children in foster care receive the right educational services and called for the creation of an electronic backpack program to address this problem.
