Overview

On February 28, 2023, NSTAR Electric Company d/b/a Eversource Energy (the “Company”) filed a request with the Energy Facilities Siting Board (“Siting Board”) proposing to modify electric infrastructure located in Bourne, Sandwich, and Barnstable, Massachusetts, and requesting individual and comprehensive zoning exemptions from the operation of the Zoning Ordinance of the Town of Barnstable. The proposed project changes would enable the operation of a previously approved transmission line between Bourne and Barnstable at 345 kilovolts (“kV”) (also known as the Mid Cape Reliability Project). The proposed Project includes (a) operating and interconnecting the line between Bourne and Barnstable at 345 kV; (b) expanding the West Barnstable Substation for 345 kV operation; and (c) constructing a new 345 kV switching station in Bourne (together the “Project”).

The Siting Board will conduct a public meeting regarding the Project.  The purpose of the Siting Board meeting is to listen to comments, deliberate, and vote on whether to approve, approve with conditions or amendments, or reject a Tentative Decision regarding this Project.  The Tentative Decision is available on the Siting Board’s information webpage for this proceeding: 

The Siting Board meeting will be in-person and on Zoom, Tuesday, July 22, 2025, at 9:00 a.m.

Written comments on the Tentative Decision are due Friday, July 18, 2025.  Please file comments by email at dpu.efiling@mass.gov and donna.sharkey@mass.gov.

The parties will be allowed to make oral comments at the Siting Board meeting.  980 CMR 1.08. Public comments will also be allowed during the meeting at the direction and discretion of the Siting Board Chair. To provide brief oral comments at the Siting Board meeting (in person or on Zoom), please send an email to Yonathan.Mengesha@mass.gov with your name, email address, and mailing address by July 18, 2025.  By telephone, please leave a voicemail message referencing “EFSB 19-06A” at (617) 305-3525 with your name, telephone number, and mailing address.
