At 10:00 A.M. The Chair D. Edmonds called the meeting to order. 

Informational note: All votes were taken by roll call. Where each member voted in favor, the vote will be reported as unanimous.

Subcommittee members present:

  • David Edmonds, Dept. of Elementary and Secondary Education designee (chair)
  • John Bagni, Mass Assoc. of Vocational Administrators Member 
  • Paul J. Malagrifa, International Municipal Signalman Assoc. Member
  • Brendan Driscoll, Member (alternate) 
  • Carlos Caceda, Member (alternate)

  1. Consideration of the Minutes of the meeting held on February 6, 2026.

A Motion was made by P. Malagrifa seconded by J. Bagni and it was unanimously 

Voted: to approve the minutes as presented.

  1. DiscussedIEP/CEP Provider Applications for 2026 cycle 
    1. The subcommittee reviewed the following CEP renewals.
  2. CAPE TEC – Executive Director mentioned two missing application items
  3. Ostrow electric
  4. Smith Voc and Agricultural HS

A Motion was made by J. Bagni seconded by P. Malagrifa and it was so unanimously 

Voted: to approve the above listed applications. CAPE TEC pending application completion and finalization by staff.

  1. The subcommittee reviewed the following new CEP application and presentation of asynchronous online CE offering:
  2. IBEW Local 103 Boston JATC 

A Motion was made by J. Bagni seconded by B. Driscoll and it was unanimously 

Voted: to approve the application to conduct online CE upon implementation of the subcommittee’s proposed changes.

  1. The subcommittee reviewed the following IEP renewals:
  2. Keefe at night 
  3. Lynn Vocational Tech 

A Motion was made by J. Bagni seconded by P. Malagrifa and it was so unanimously 

Voted: to approve the above listed applications for renewal

  1. The subcommittee reviewed a new application for IEP approval by the following entity for the 2026 NEC cycle.
  2. J&A Electrical Academy

A Motion was made by J. Bagni seconded by P. Malagrifa and it was so unanimously 

Voted: to approve the application as presented.

  1. Discussed delegation of provider application renewals to Board staff

A Motion was made by B. Driscoll seconded by P. Malagrifa and it was so unanimously 

Voted: to allow any subsequent Provider renewals for the cycle to be approved by Board 

staff in accordance with the Board’s standards.

  1. Discussed other matters not reasonably anticipated by the chair 48 hours in advance of the meeting. No matters presented.
  2. Adjournment 

J. Bagni made a motion, P. Malagrifa seconded, and it was so unanimously 

Voted: to adjourn at 10:41 A.M.
