In accordance with the provisions of G.L. c. 30A § 20, the Board of State Examiners of Electricians convened a regular monthly meeting on:

    1. Executive Director
      1. The Executive Director stated that he is working on drafting additional FAQs for Board review at the April meeting to include firestopping information and inspection definitions which will also include the permit matrix as previously devised by the Interpretation Subcommittee.
      2. Regarding the agency license database transition, he mentioned that 5 more Boards have onboarded to the electronic-Licensing, Inspections and Permitting Software Engine(eLIPSE) platform which is live as of today for DOL staff and licensees. He added that it is promising to be a great improvement for both the public and Board staff.

  1. Discussedsubcommittee meetings and reports: 
    1. Education Subcommittee 
  • D. Edmonds Reported on the meeting held March 16. The subcommittee reviewed additional Providership applications but determined that board staff would review any residual provider renewal applications for the cycle.

B. Driscoll made a motion, and it was seconded by J. Bagni, and the members present unanimously

VOTED: to ratify the subcommittee’s recommendations. 

  1. Hybrid Education Workgroup 
  • Regarding the hours established by the subcommittee for asynchronous online learning Counsel stated it would be subject to internal review. 
  1. Reviewed/DiscussedMartin Electrical & Technical School CEP Renewal for the 2026 cycle.
  • The Executive Director reported that for a period of 11 months in the 2023 code cycle the subject Provider’s license by the Office of Private Occupational School Education (OS) had lapsed and the school was fined, however the license is also currently expired as of 12/31/2025. The OS license being a prerequisite for IEP renewal with the Board.
  • The school’s owner, Leo Martin appeared before the Board in consideration of an application for Continuing Education Providership(CEP), he did not have legal representation and addressed the Board’s questions regarding the lapsed license. After questioning and brief discussion  

J. Bagni made a motion, and it was seconded by P. Healey, and the members present unanimously

VOTED: to table application consideration until the school’s OS license is renewed. 

  1. Discussedexpiration of Rule 11 of the MEC, specifically the exception to 210.8(D), and its impact on licensees and providers 
    • The Executive Director stated that he added this as an agenda item due to receiving several industry inquiries on the subject. 
    • The Board Members acknowledged that the BFPR is aware and will address as reported on at the February meeting. No action taken
  2. Reviewedtheexamapplication requirement for 15hr CE certificate per 237 CMR 13.05. 
  • The members discussed this regulation requirement while some expressed concerns of its negative impacts since implementation proving to be a hindrance and discouragement to licensure due to its unintended financial burden on first time licensees. 

The chair opened to public comment 

  • Ralph Sevinor, Wayne Alarms expressed dissatisfaction regarding lack of online CE availability for systems exam applicants and licensees in light of the CMR requirement. 

D. Edmonds made a motion to put the matter to CMR subcommittee for analysis and amendment or removal, the motion was seconded by J. Bagni. After Board discussion the motion was withdrawn. 

  1. Discussedcommunicationfrom Texas Department of Licensing and Regulation seeking potential reciprocity agreement.
  • The general consensus of the Board members did not see a need or benefit of reciprocity with Texas as the majority of license interest in Massachusetts comes from its neighbouring states.
  1. DiscussedFlock Safety Security Cameras and the requirements for installation. 
  2. The members agreed that a complaint would be warranted if an inspector encountered an issue regarding the said systems. 
  3. Board of Electricians’ Appeals[open hearings, closed deliberations per M.G.L c. 30A, §18] No hearings were scheduled.
  4. Discussedother matters not reasonably anticipated 48 hours in advance of the meeting.
  5. The chair opened the meeting to public comment
    1. Carmen Dello Ianacono inquired regarding guidance for permits on low voltage wiring such as CAT 6.
      1. J. Bagni stated that it would depend on its usage. 
  6. Executive Session [M.G.L. c. 30A, §21 (a)(1)&(3) – Closed session]

At 12:08 P.M. J. Bagni made a motion, and it was seconded by P. Healey, and the members unanimously

VOTED: to enter executive session pursuant to G. L. c. 30A, § 21(a)(1).

The Chair announced that as the remaining agenda items would be in either executive session or closed session, the Board did not anticipate returning to open session, but the Board would adjourn upon conclusion of the deliberation, Executive Session and Investigative Conference matters.

VOTED: to exit Investigative conference and enter open session, thereupon to adjourn the meeting at 2:27 P.M.
