Meeting Minutes

In accordance with the provisions of G.L. c. 30A § 20, the Board of State Examiners of Electricians convened a regular monthly meeting on:

April 27, 2026; this meeting was held both VIRTUALLY via Microsoft Teams and in person at the following location:

    1. Executive Director
      1. Regarding the agency license database transition, he mentioned that 7 Boards have been integrated to the electronic-Licensing, Inspections and Permitting Software Engine(eLIPSE) platform and he has been active in testing to gain familiarity prior to this Board’s transition. The Executive Director asked that the September meeting be moved to the 21due to a schedule conflict.

J. Bagni made a motion, it was seconded by B. Driscoll and the members present unanimously

    2. Board of Fire Prevention Regulations – C. Towski reported that the BFPR did not meet on April and its next meeting is scheduled to occur on May 7. The MEC was scheduled to be published and take effect April 24.

  1. Discussedsubcommittee meetings and reports – There were no meetings held to report on 
  2. Reviewed drafts of new FAQs to include guidance on “Firestopping”. 
    • The Executive Director discussed the proposed FAQ additions for posting
    • G. Graham offered to obtain further input through outreach at an Inspector’s event for feedback and review at the June meeting before finalizing.
  3. Reviewed and discussed  draft of definitions of types of electrical inspections, prior to referral to the Board of Fire Prevention Regulations (BFPR) for review. 
    • With additional input from the discussion the Executive Director agreed to amend the draft for review at the May meeting. 
  4. Reviewed and discussed existing draft of Permit Matrix for eventual submission to BFPR for review 
  5. Discussed: Licensees taking the IOW 6-hr CE class for Professional Development credit and Inspector’s taking multiple. 

J. Bagni made a motion, and it was seconded by B. Driscoll and the members present unanimously

VOTED: to allow Inspectors to take 6 hrs. from different Providers for their 6hr Inspector’s CE 

and licensees may attend an Inspector’s 6hr CE class for professional development provided the licensee does not use the same sponsored Provider each cycle. 

  1. Discussed next steps for implementation of online delivery of 160-hrs of the 600-hr Journeyman curriculum. 
    • The Executive Director restated from November 13, 2024, subcommittee meeting 160hrs in total was proposed for remote delivery in a Journeyman program
    • After brief discussion the Board members agreed that part of the stipulated requirements will state all Provider program offerings must present and demonstrate their methods before a subcommittee prior to approval. The Board members also agreed that attendees once signed up for the hybrid Journeyman program will be required to complete the program in its entirety.
    • The Executive Director proposed to present the amended outline and stipulations at the June meeting.
  2. Board of Electricians’ Appeals [open hearings, closed deliberations per M.G.L c. 30A, §18] – No appeal hearings scheduled  
  3. Discussother matters not reasonably anticipated 48 hours in advance of the meeting. - No matters were presented 
  4. Executive Session [M.G.L. c. 30A, §21 (a)(1)&(3) – Closed session]

At 11:33 A.M. J. Bagni made a motion, it was seconded by B. Driscoll, and the members unanimously

VOTED: to enter executive session pursuant to G. L. c. 30A, § 21(a)(1).

  • The Chair announced that as the remaining agenda items would be in either executive session or closed session, the Board did not anticipate returning to open session, but the Board would adjourn upon conclusion of the deliberation, Executive Session and Investigative Conference matters.
